Vinson Hailulu is the Chief Executive Officer of the National Housing Enterprise (NHE), a wholly owned state enterprise, established by an Act of Parliament.


Born in 1963, Mr Hailulu possesses fourteen years of experience in senior management of public institutions and five years of experience in management consultancy with particular reference to strategic and financial management, business development, strategy and institutional development, leadership and management development.

Hailulu holds a Bachelors Degree and Masters Degree in Public Management from a world-renown University of Harvard, US, majoring in strategic and financial management, innovation in the public sector and economics.

Vinson Hailulu was the first black Chief Executive Officer (Town Clerk) of the City of Windhoek from January 1994 – February 2000. Before joining the City of Windhoek, He was tasked by the Government to establish the first local government administration in Oshakati as its first Chief Executive Officer (Town Clerk) during the period 1992 – 1993. After leaving the City of Windhoek, he served as a Management Consultant for more than five years (March 2000 – August 2005).
